Aan de rekenkamercommissie van de gemeente Groningen
In de Gezinsbode van enkele weken geleden las ik uw oproep om onderwerpen aan te dragen voor een onderzoek door de Rekenkamercommissie.
Ik heb even over dit onderwerp nagedacht en ik ben tot het volgende hoofdonderwerp gekomen:
Risico-analyse van grootschalige projecten.
De gemeente Groningen krijgt een behoorlijke bezuiniging voor de kiezen (€ 35 miljoen). Tegen die achtergrond bezien zijn er volgens mij drie projecten die een onderzoek door de Rekenkamercommissie rechtvaardigen. Deze drie projecten zijn:
- Het Groninger Forum
- De tram
- Meerstad
Bij Het Groninger Forum heb ik grote twijfels bij de exploitatie begroting. De Forumleiding houdt ons voor dat er 1,7 miljoen bezoekers op het Forum af zullen komen. Dit is een absurd hoog aantal van gemiddeld bijna 5000 mensen per dag. Dit getal wordt, als u de discussie in het Dagblad van het Noorden volgt, door vele auteurs betwijfeld. Zelfs bij dit hoge aantal bezoekers is het begrote exploitatieresultaat negatief. Een dergelijk gebouw roept enorm hoge vaste kosten op die bij een lager en realistischer aantal bezoekers niet gedekt zullen worden. Volgens mij dreigen hier zeer grote exploitatieverliezen van enkele miljoenen. Ik moge in dit geval verwijzen naar een gebouw met een vergelijkbare allure en uitstraling: New Metropolis in Amsterdam. Ook hier vielen destijds (1995) de bezoekersaantallen (450.000) tegen en leidde dit tot een exploitatietekort van ƒ 2.500.000. Dit bedrag in guldens is heden ten dage wel te vergelijken met € 2.500.000 nu. Naar mijn inschatting zal, op basis van bovenstaande argumenten, het exploitatieverlies te begroten zijn op € 3.500.000. Naast de exploitatiebegroting is er de investeringsbegroting. Investeringen in het publieke domein worden vaak overschreden omdat het investeringsbedrag door partij-politieke redenen omlaag is gebracht. De kostenoverschrijdingen bedragen doorgaans 25% van het investeringsbedrag. In het geval het Groninger Forum gaat het dan een te verwachten kosten overschrijding van miljoenen!
Ook bij het project Tram zijn volgens mij risico’s te onderkennen. De bezetting van de tram is sterk afhankelijk van studenten. Stel dat in het kader van de crisisbegroting de OV-jaarkaart voor studenten wordt afgeschaft. Deze studenten zullen dan weer op de fiets stappen.
Bij de tram worden r twee systemen (bus en tram) in stand gehouden. De bus is geprivatiseerd. Maar de tram levert zelf ook hoge vaste kosten op. Kunnen deze kosten worden gedekt door alleen de gebruikers van de tram. Volgens mij dreigt ook hier een negatief exploitatieresultaat.
Een gezamenlijk risico van de uitvoering van bovenstaande projecten is gelegen in het feit dat de stad gedurende zeer lange tijd een bouwput zal zijn. Dit externe effect is volgens mij zeer negatief op ondernemersklimaat in Groningen.
Het laatste risico is Meerstad. De verkoop van bouwkavels stagneert . De Gemeente is slechts vertrouwelijk bijgepraat. In de vertraging bij de uitgifte van huizen in Meerstad schuilt een financieel gevaar. Er is al flink geïnvesteerd in de aankoop van grond. Maandelijks betaalt de stad acht ton aan rente over deze grond. Hoe langer het duurt voordat er geld wordt verdiend met kaveluitgifte, hoe langer de renteteller doorloopt. Ook hier is meer openheid en transparantie op zijn plaats en volgens mij kan de Rekenkamercommissie, als onafhankelijke commissie, deze duidelijkheid verschaffen.
Er zijn dus drie grote projecten, met allen grote financiële risico’s. Naar mijn mening zijn alle drie de projecten individueel al een zelfstandig onderzoek door de rekenkamercommissie waardig. Maar gezien de omvang van de bezuiniging op de gemeentebegroting is een integraal onderzoek naar risico’s waarmee de gemeente thans wordt geconfronteerd op zijn plaats.
